Blue Abadi Fund – Dalam mendukung kelanjutan dan peningkatan pengelolaan hingga 5,2 juta hektar jaringan Kawasan Konservasi (KK) di perairan Bentang Laut Kepala Burung, Mitra Blue Abadi Fund, yaitu BLUD UPTD KKP Kaimana bekerjasama dengan POKMASWAS Nusa Matan, melaksanaan kegiatan patroli dalam periode Januari – September 2025 sebanyak 895 kali dengan melibatkan 30 Tim Jaga Laut dan 252 masyarakat dari 28 kampung (Foto 1). Luasan kawasan yang terlindungi dari pelaksanaan patroli seluas 975.168 ha termasuk wilayah sasi seluas 80.718 hektar.

Based on Jaga Laut Team records, 426 violations were detected during the January–September 2025 period across three MPAs (Raja Ampat MPA, Kaimana MPA, and Fakfak MPA). These violations have been grouped by category.
Marine Park Zoning Management Plan
The Zoning Management Plan (RPZ) for the Teluk Berau Marine Park and Teluk Nusalasi-Van Den Bosch Marine Park states that the tourism sub-zone is designated for non-extractive nature tourism activities. These include snorkeling, diving, surfing, special interest tourism (such as bird and mangrove watching), and other surface water sports.
Follow-up on MPA Violations – Involving Multiple Stakeholders
Regarding the follow-up on violations in the Raja Ampat MPA, the Jaga Laut Team—together with BLUD UPTD KKP Raja Ampat, PSDKP Raja Ampat Working Area, the Southwest Papua P2KP Agency, Raja Ampat Marine Police (Satpolairud), and the Waisai Naval Post (Posal)—took action by providing directives, halting illegal activities, disseminating conservation regulations, and issuing stern warnings to violators to prevent recurrence (Photo 2). Meanwhile, in the Kaimana and Fakfak MPAs, BLUD UPTD KKP Kaimana and POKMASWAS Nusa Matan adopted a persuasive approach by providing education and raising awareness among fishermen regarding area zoning and protected species.

YMER Involved in Deliberations
Beyond routine patrols, the YMER Jaga Laut Team participated in the Buka Sasi (opening of the traditional harvest closure) deliberation in Yellu Village on December 7, 2025. This deliberation was attended by 116 community members, including traditional leaders, community leaders, and officials from Yellu Village and Dabatan Village. Based on the results of the deliberation, the Buka Sasi period commences from December 10, 2024, to February 10, 2025. The opened Sasi locations include Batbitim Island, Kalig Island, Warakaraket Island, Fiabia (Fiabacet), Whale Rock (Batu Paus), Nudi Rock (Batu Siput), Tank Rock (Batu Kecil), Boo, Yellit Island, Sapenipnu Island, Kanim Island, and Galyu Island. The communities permitted to conduct the harvest are those from Yellu Village, Dabatan Village, and the Petuanan (customary domain) of Yellu and Dabatan. Additionally, 50 people from Harapan Jaya Village were invited to participate in the Buka Sasi.
Through all activities undertaken to support conservation area management, every partner works with full diligence to reach more beneficiaries and to safeguard the ecosystem in coastal regions.
