When Fakfak\u2019s traditional fishermen blend ancestral wisdom with modern technology to protect their marine heritage<\/em><\/strong><\/p>\n\n\n\n

FAKFAK<\/strong> \u2013 On the coasts of Fakfak, West Papua, the sea is not merely a stretch of water separating islands. It is the front porch of the home, a food barn, and an identity that flows through the veins of the indigenous community. However, the challenge of protecting two vital conservation areas the Teluk Berau Coastal Park and the Nusalasi-Van Den Bosch Bay is becoming increasingly complex. Threats come not only from illegal fishing but also from the need to balance nature conservation with the economic well-being of the residents.<\/p>\n\n\n\n

Throughout 2025, specifically from January to October, the Community Surveillance Group (POKMASWAS) Nusa Matan, supported by the Blue Abadi Fund (BAF) Innovation Grant, Cycle 5, has rewritten the way indigenous communities guard their seas. This is no longer just a story about traditional patrols; it is a comprehensive transformation combining science, the power of village law, and modern tourism management.<\/p>\n\n\n\n

Digital Transformation Amidst the Waves<\/strong><\/p>\n\n\n\n

One of the proudest achievements of the last ten months is the surge in technical capacity among Fakfak\u2019s \"eyes and ears\" of the sea. A total of 34 assistant supervisors (20 from Teluk Berau and 14 from Teluk Nusalasi) are no longer \"map illiterate.\"<\/p>\n\n\n\n

Through intensive training in GPS usage and standardized patrol form completion, these fishermen have transformed into reliable field surveyors. The data speaks loudly: in Teluk Nusalasi-Van Den Bosch, the participants' field practice understanding score reached 96.43%, while in Teluk Berau it reached 87.5%.<\/p>\n\n\n\n

Now, every violation discovered is no longer just an oral anecdote easily refuted. Findings are recorded with precise coordinates, tracked, and reported systematically. This is a massive leap from conventional surveillance to accountable, data-driven monitoring.<\/p>\n\n\n\n

PERKAM: When Customary Law Becomes Positive Law<\/strong><\/p>\n\n\n\n

However, technology alone is insufficient without legal legitimacy. One of the biggest breakthroughs of this period is the success in \"marrying\" customary rules with formal law through Village Regulations (PERKAM).<\/p>\n\n\n\n

In the first quarter, Kampung Kiaba broke new ground by establishing a PERKAM on \"Rights of Origin Authority.\" This spirit spread quickly. By August 2025, Kampung Sosar and Kampung Pangwadar followed suit, establishing similar PERKAMs through democratic customary deliberations. Meanwhile, Kampung Antalisa has begun the initiation process.<\/p>\n\n\n\n

The presence of PERKAM in these three villages is not merely a document on paper. It is a statement of sovereignty. The community now possesses a legal umbrella to regulate their management areas, prosecute local violations, and ensure their marine wealth is managed according to ancestral wisdom while being recognized by the state.<\/p>\n\n\n\n

Gazing into the Future Through Kampung Mas Ecotourism<\/strong><\/p>\n\n\n\n

Sustainable conservation must bring prosperity. Recognizing this, POKMASWAS Nusa Matan expanded its scope to the tourism sector. In late August 2025, Kampung Mas took center stage with the implementation of Tourism Governance Management training.<\/p>\n\n\n\n

Twenty-nine members of the Tourism Awareness Group (Pokdarwis) Se\u2019wa Leng were equipped with the knowledge to transform their natural potential into high-value ecotourism destinations. A 21.9% increase in participant understanding post-training demonstrates the residents' enthusiasm to be not just spectators, but key players in an eco-friendly tourism industry. This proves that protecting the ocean (conservation) and utilizing it for tourism (economy) are two sides of the same coin that reinforce one another.<\/p>\n\n\n\n

Lessons from Nature<\/strong><\/p>\n\n\n\n

Naturally, this 10-month journey was not without obstacles. Plans for the socialization of zoning maps had to be postponed due to extreme weather and technical constraints. However, this taught the field team resilience and flexibility. Canceling for safety is the highest form of professionalism in conservation work.<\/p>\n\n\n\n

Closing October 2025, POKMASWAS Nusa Matan has laid a solid foundation. With tech-savvy sea guardians, legal customary protection (PERKAM), and seeds of a new economy through ecotourism, the future of Teluk Berau and Nusalasi looks brighter.
